Ondanks een uitgebreide verzorgingsstaat en intensief sociaal beleid kampt Nederland al decennialang met hardnekkige maatschappelijke vraagstukken, met schijnbaar niet in te lopen achterstanden en zelfs met moeilijk uit te roeien misstanden. Er bestaat grote politieke en maatschappelijke concensus over de gebrekkige werking van beleid in de sociale pijler. Deze consensus gaat in het publieke debat vergezeld van kritiek op het optreden van de overheid, dat ineffectief en inefficiënt zou zijn. In dit boek analyseert Jeroen Hoenderkamp de sociale pijler van binnenuit.
